V) PRACTICAL EXPERIENCE • Active participation in the creation, development and implementation processes of some of the Brazilian Federal Laws applied to waste management, such as Federal Law n. 11.079/2004 (Brazilian PPP framework); Federal Law n. 11.445/2007 (National Basic Sanitation Policy) and Law n. 12.305/2010 (Solid Waste National Policy). As Legal Advisor and chairing the Legal Issues Working Group from ABRELPE it was possible to discuss the projects and actively actuate in the legislative process which ended with the implementation of the frameworks. • Consulting in PPP projects. After the creation and implementation of the PPP framework in Brazil, some companies and municipalities asked for consultation to develop PPP projects. This way, since 2005 it has been possible to study, develop and propose PPP bidding processes, instruments and discussions in various Brazilian regions. • • • • • • • Coordination of the national survey which results annually in the publication of the Panorama of Solid Waste in Brazil, since 2003. The publication is a document to present up-‐to-‐date information regarding the scenery of the waste sector in the country. The publication has become a reference for waste information from Brazil for different institutions such as World Bank, Inter-‐american Development Bank – IDB, Brazilian Government – Federal, States and Municipal, etc. Member of the Steering Committee for the Global Waste Management Outlook, a tool to provide an authoritative overview, analysis and recommendations for action on policy instruments and financing models for waste management, under development by UNEP’s International Environmental Technology Centre (IETC), in collaboration with the International Solid Waste Association (ISWA).
